BOSTON Harbor is at MARSEC Level 1
 
Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
 
BOSTON CBP has noted the following:
 
Crew changes are being permitted.  Offsigner flights need to be vetted by CBP in advance.
 
Shore leave is permitted.

High pres will move offshore today. Low pres will cross New Eng and
the waters Thu afternoon and evening. High pres over the Maritimes
will build south into New England Fri and Sat, then head to Nova
Scotia Sun. A weak front will move into the region Mon.

Seas 2 to 3 ft. Wave Detail: SE 3 ft at 4 seconds and E 1 ft at
11 seconds. Scattered showers this morning. Isolated showers this
afternoon. Patchy fog this afternoon with vsby 1 to 3 NM.
.TONIGHT...E winds 5 to 10 kt, becoming NE 10 to 15 kt after
midnight. Seas 2 to 3 ft. Wave Detail: SE 2 ft at 4 seconds and E
1 ft at 10 seconds. Patchy fog. Scattered showers in the evening.
