The Captain of the Port is going to be releasing a statement that will require vessels to take 2 tug tethered escorts (inbound and outbound) calling on Nucor, Ineos and Nexans for ships greater than 10,000 GT and greater than 25’ draft.  All ATBs which fall under these parameters will require a 1 tug escort (both inbound and outbound). 
Currently all arrivals are being evaluated by Sector Charleston to determine which vessels will need an escort according to the above parameters.  We will share the Captain of the Port order as soon as it is released. 
The escort is required between the most seaward portion of Range Charlie (Buoy R “70”) and the north end of Pier X-ray. 
We are reacting to this news as is everyone else and recognize that this is a new procedure and will affect operations at the above terminals as well as tug availability throughout the harbor.  This information will be part of a forthcoming COTP order and ultimately codified in the US Coast Pilot.  We will continue to keep everyone informed as conflicts arise and make proposals as how to best serve you and our customers.  Pre-planning maneuvers is obviously in everyone’s best interest so please feel free to communicate any news you may feel is important to ship traffic with our office so we can adequately respond appropriately.

FEDERAL, STATE & LOCAL FILING REQUIREMENTS:
 
96 Hours - advance notice of arrival required by USCG
48 Hours - advance receipt of crew list by Immigration for any vessel arriving from a foreign port, or arriving coast wise with detained crew.
24 Hours (minimum) - Foreign cargo must have manifest submitted to Customs & Border Patrol AMS.  Bond must be filed for Foreign flag vessels or U.S. flag arriving with foreign cargo aboard.  24 Hours - advance notice to Pilots
24 Hours - advance fax of crew list and approved visitors required by Terminal.
72 Hours - post port call, the Port Authority requires bill of lading figures for all bulk cargo.
 
Port Security - All persons doing business within Port Authority property must have security pass from SCPA.  All persons wanting unescorted access to any vessel must have a valid TWIC.

Summary: The annual Lowcountry Splash open water swim event will take place in Charleston Harbor on Saturday, May 18, 2024, from 7:00 a.m. until 10:30 a.m.
​MOVING SAFETY ZONE – LOWCOUNTRY SPLASH
Charleston and Mount Pleasant, SC
The annual Lowcountry Splash open water swim event will take place in Charleston Harbor on Saturday, May 18, 2024, from 7:00 a.m. until 10:30 a.m. The 6-mile swim will start under the Wando River Bridge on Daniel Island, cross the Wando River near Hobcaw Yacht Club, and will finish at the Charleston Harbor Resort & Marina. The 2.4-mile swim will start at Hobcaw Yacht Club, continue along the Mount Pleasant side of the Wando River and finish at the Charleston Harbor Resort & Marina.
A special local regulation, established in 33 CFR 100.704, Table 1, Item No. 4, will be in effect for a moving safety zone. This safety zone will encompass all waters surrounding event participants and safety vessels extending 50-yards in front and behind, and 100-yards on either side. No one shall enter, transit, moor, anchor, or remain within the safety zone unless specifically authorized by official event patrol. Mariners can anticipate the swimmers crossing the channel on the Wando River between 8:00 a.m. and 8:45 a.m. All mariners are urged to use caution while transiting the area and should coordinate with on-scene safety boats via VHF channels 16 or 68. When hailed or signaled by on-scene safety boats, all vessels in the immediate vicinity of these racing zones shall comply with directions given. Failure to do so may result in removal from the area, citation for failure to comply, or both.

 .SYNOPSIS FOR MID ATLC WATERS...Low pressure off the Mid-Atlantic
coast will move quickly E along a stationary front today. As the
low slides E across the northern waters, a cold front will push
across the central and southern waters later today and tonight.
The front will push just E of the area Fri night as yet another
low develops along the front. The low will move E of the central
waters Sat then move NE of the northern waters Sat night. High
pressure will build over the waters Sat night into Sun behind the
low before weak low pressure and cold front push offshore from
the Mid-Atlantic coast Sun and Sun night. The front will clear E
of the area late Sun night as high pressure builds in across the
area Sun night and Mon. The high will shift E of the waters Mon
night and Tue ahead of the next approaching cold front. Low
pressure and a cold front will approach the Mid-Atlantic coast
Tue night.
