BOSTON Harbor is at MARSEC Level 1
 
Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
 
BOSTON CBP has noted the following:
 
Crew changes are being permitted.  Offsigner flights need to be vetted by CBP in advance.
 
Shore leave is permitted.

Synopsis for Massachusetts and Rhode Island coastal waters:
A weak cold front moves across New England Monday, then offshore
Monday night. Weak high pressure then builds over the region
Tuesday. Weak broad area of low pressure then moves across New
England Wednesday. Another low, potentially stronger, tracks over or
just south of the MA/RI waters later Thu into Fri. This low exits
into the maritimes Saturday, followed by weak high pressure over New
England Sunday.

National Marine Sanctuary:
 
.TODAY...S winds around 5 kt. Seas 3 to 4 ft. Wave Detail: E 3 ft
at 10 seconds and S 1 ft at 4 seconds.
.TONIGHT...S winds 5 to 10 kt, becoming NW after midnight. Seas
2 to 3 ft. Wave Detail: E 3 ft at 10 seconds and S 2 ft at
5 seconds.
.TUE...N winds 5 to 10 kt, becoming SE in the afternoon. Seas
2 to 3 ft. Wave Detail: E 3 ft at 11 seconds and S 1 ft at
5 seconds.
.TUE NIGHT...S winds 5 to 10 kt. Seas 2 to 3 ft. Wave Detail: E
3 ft at 10 seconds and S 2 ft at 5 seconds.
.WED...SE winds 5 to 10 kt. Seas 2 to 3 ft. Wave Detail: S 2 ft
at 8 seconds and E 2 ft at 10 seconds. A chance of rain. Vsby
1 to 3 NM in the afternoon.

evening.

2 to 4 ft. A chance of rain.
.FRI AND FRI NIGHT...NE winds 10 to 15 kt with gusts up to 25 kt.
Seas 4 to 6 ft. A chance of rain.
 
Seas are reported as significant wave height, which is the
average of the highest third of the waves. Individual wave
heights may be more than twice the significant wave height.
