BOSTON Harbor is at MARSEC Level 1
 
Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
 
BOSTON CBP has noted the following:
 
Crew changes are being permitted.  Offsigner flights need to be vetted by CBP in advance.
 
Shore leave is permitted.

High pres remains planted off the Mid Atlantic coast today. The high
drifts further southeast on Wed. A cold front moves into New Eng
Thu. A weak high builds in on Fri. Unsettled through the weekend
into early next week with several lows sliding through.
 
Coastal waters east of Ipswich Bay and the Stellwagen Bank
National Marine Sanctuary:
 
.TODAY...S winds 10 to 15 kt. Gusts up to 20 kt this afternoon.
Seas 3 to 4 ft. Wave Detail: E 4 ft at 9 seconds and S 2 ft at
4 seconds. Areas of fog this morning with vsby 1 NM or less.
.TONIGHT...SW winds around 15 kt with gusts up to 20 kt. Seas
3 to 4 ft. Wave Detail: SW 3 ft at 4 seconds and E 3 ft at
9 seconds. Areas of fog. Vsby 1 NM or less.
.WED...SW winds 10 to 15 kt with gusts up to 20 kt. Seas 2 to
4 ft. Wave Detail: SW 3 ft at 4 seconds and E 3 ft at 8 seconds.
Areas of fog in the morning with vsby 1 to 3 NM.

Wave Detail: W 1 foot at 3 seconds and S 1 foot at 4 seconds.
 
Seas are reported as significant wave height, which is the
average of the highest third of the waves. Individual wave
heights may be more than twice the significant wave height.
