Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
BOSTON CBP has noted the following:
Crew changes are being permitted. Offsigner flights need to be vetted by CBP in advance.
Shore leave is permitted.

High pres nudges into the region today, but builds more
firmly overhead on Sat. A front will be nearby on Sun, which could
bring hit-or-miss showers and storms. A frontal system lifts toward
the waters on Mon and Tue bringing the risk of heavy rain and gusty
winds.

.TODAY...W winds 5 to 10 kt, becoming SW 10 to 15 kt with gusts
up to 20 kt this afternoon. Seas 2 to 3 ft. Wave Detail: SW 2 ft
at 3 seconds and E 1 foot at 7 seconds.
.TONIGHT...W winds 10 to 15 kt with gusts up to 20 kt, becoming N
5 to 10 kt after midnight. Seas 2 to 3 ft. Wave Detail: SW 2 ft
at 4 seconds and N 1 foot at 3 seconds.
.SAT...N winds 5 to 10 kt, becoming SE in the afternoon. Seas
around 2 ft. Wave Detail: N 1 foot at 4 seconds and SE 1 foot at
5 seconds.
