Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
 
BOSTON CBP has noted the following:
 
Crew changes are being permitted.  Offsigner flights need to be vetted by CBP in advance.
 
Shore leave is permitted.

Synopsis for Massachusetts and Rhode Island coastal waters:
 
A cold front crosses the waters today into tonight. High pres builds
over the waters Fri, then moves offshore Sat. Another cold front
should cross the waters sometime late Sun into Sun night. This will
be followed by a ridge of high pressure early next week.
 
Coastal waters east of Ipswich Bay and the Stellwagen Bank
National Marine Sanctuary:
 
TODAY...W winds 10 to 15 kt with gusts up to 20 kt, becoming S
5 to 10 kt this afternoon. Seas 2 to 3 ft. Wave Detail: S 2 ft at
6 seconds and SE 2 ft at 9 seconds. Patchy fog this morning. A
chance of showers this morning with vsby 1 to 3 NM.
.TONIGHT...W winds 10 to 15 kt, becoming NW after midnight. Gusts
up to 20 kt. Seas 2 to 4 ft. Wave Detail: NW 3 ft at 4 seconds
and SE 2 ft at 8 seconds.
.FRI...NW winds 10 to 15 kt with gusts up to 20 kt, becoming S
5 to 10 kt in the afternoon. Seas 2 to 4 ft. Wave Detail: N 3 ft
at 4 seconds and SE 2 ft at 9 seconds.
.FRI NIGHT...S winds 5 to 10 kt. Seas around 2 ft. Wave Detail:
SE 2 ft at 9 seconds and W 1 foot at 3 seconds.
.SAT...S winds 10 to 15 kt, increasing to 15 to 20 kt with gusts
up to 25 kt in the afternoon. Seas 2 to 4 ft. Wave Detail: S 3 ft
at 4 seconds and SE 2 ft at 8 seconds.
.SAT NIGHT...S winds 15 to 20 kt with gusts up to 25 kt. Seas
3 to 5 ft. Wave Detail: SE 4 ft at 4 seconds and SE 2 ft at
9 seconds. A chance of showers in the evening, then showers
likely after midnight.
.SUN...SW winds 15 to 20 kt with gusts up to 25 kt. Seas 3 to
5 ft. Showers.
.SUN NIGHT...W winds 10 to 15 kt with gusts up to 20 kt. Seas
2 to 4 ft. A chance of showers.
.MON AND MON NIGHT...N winds 10 to 15 kt with gusts up to 20 kt,
diminishing to 5 to 10 kt. Seas 2 to 3 ft.
 
Seas are reported as significant wave height, which is the
average of the highest third of the waves. Individual wave
heights may be more than twice the significant wave height.
