Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
 
BOSTON CBP has noted the following:
 
Crew changes are being permitted.  Offsigner flights need to be vetted by CBP in advance.
 
Shore leave is permitted.

Synopsis for Massachusetts and Rhode Island coastal waters:
 
High pressure over the Atlantic will generate persistent southwest
winds through Wed. Marine fog will be possible at times particularly
during the overnight and early morning hours.  A few thunderstorms
will also be possible at times...particularly near shore during the
afternoon and evening hours. A cold front will be finally begin to
shift the winds to a W and eventually NW direction Thu or Thu night.
A ridge of high pres will build over the waters on Fri.
 
Coastal waters east of Ipswich Bay and the Stellwagen Bank
National Marine Sanctuary:
 
.TODAY...SW winds 5 to 10 kt, becoming S 10 to 15 kt with gusts
up to 20 kt this afternoon. Seas 2 to 3 ft. Wave Detail: SE 3 ft
at 8 seconds and SW 1 foot at 2 seconds. Areas of fog this
morning. A chance of showers and tstms this afternoon. Some tstms
may produce gusty winds and heavy rainfall this afternoon. Vsby
1 NM or less, increasing to 1 to 3 NM this afternoon.
.TONIGHT...S winds 10 to 15 kt. Gusts up to 20 kt in the evening.
Seas 2 to 3 ft. Wave Detail: S 3 ft at 6 seconds and SW 2 ft at
3 seconds. Areas of fog. Vsby 1 NM or less.
.TUE...SW winds 10 to 15 kt. Gusts up to 20 kt in the afternoon.
Seas 2 to 3 ft. Wave Detail: SE 3 ft at 8 seconds and SW 2 ft at
3 seconds. Areas of fog in the morning with vsby 1 NM or less.
.TUE NIGHT...SW winds 10 to 15 kt with gusts up to 20 kt. Seas
2 to 4 ft. Wave Detail: SE 3 ft at 8 seconds and SW 2 ft at
3 seconds.
.WED...SW winds 10 to 15 kt with gusts up to 20 kt. Seas 2 to
4 ft. Wave Detail: SE 3 ft at 8 seconds and SW 2 ft at 3 seconds.
A chance of showers and tstms in the afternoon. Some tstms may
produce gusty winds and heavy rainfall in the afternoon.
.WED NIGHT...SW winds 10 to 15 kt. Gusts up to 20 kt in the
evening. Seas 2 to 4 ft. Wave Detail: SE 3 ft at 8 seconds and SW
2 ft at 3 seconds. A chance of showers and tstms in the evening,
then showers likely after midnight. Some tstms may produce gusty
winds and heavy rainfall in the evening.
.THU...SW winds 5 to 10 kt. Seas 2 to 3 ft. A chance of showers.
.THU NIGHT THROUGH FRI NIGHT...SW winds 5 to 10 kt. Seas 2 to
3 ft.
 
Winds and seas higher in and near tstms.
 
Seas are reported as significant wave height, which is the
average of the highest third of the waves. Individual wave
heights may be more than twice the significant wave height..
