Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
 
BOSTON CBP has noted the following:
 
Crew changes are being permitted.  Offsigner flights need to be vetted by CBP in advance.
 
Shore leave is permitted.

Synopsis for Massachusetts and Rhode Island coastal waters:
 
Dry for Monday, a cold front moves from north to south late today
into night but will stall out over the southern waters. This front
will slowly sag south through the middle of the week, as waves of
low pressure ride along it.
 
Coastal waters east of Ipswich Bay and the Stellwagen Bank
National Marine Sanctuary:
 
.TODAY...W winds 5 to 10 kt, becoming S this afternoon. Seas 2 to
3 ft. Wave Detail: SE 2 ft at 8 seconds and W 1 foot at
2 seconds. Patchy fog. Vsby 1 NM or less.
.TONIGHT...S winds 10 to 15 kt, becoming W 5 to 10 kt after
midnight. Gusts up to 20 kt. Seas 2 to 3 ft. Wave Detail: SE 2 ft
at 8 seconds and SW 1 foot at 3 seconds. Patchy fog. Vsby 1 to
3 NM, decreasing to 1 NM or less after midnight.
.TUE...N winds around 10 kt, becoming NE in the afternoon. Seas
around 2 ft. Wave Detail: SE 2 ft at 8 seconds and N 1 foot at
3 seconds.
.TUE NIGHT...SE winds around 5 kt, becoming NE after midnight.
Seas around 2 ft. Wave Detail: SE 2 ft at 9 seconds and NE 1 foot
at 4 seconds. A chance of showers.
.WED...E winds 5 to 10 kt. Seas around 2 ft. Wave Detail: SE 2 ft
at 8 seconds and NE 1 foot at 3 seconds. A chance of showers.
.WED NIGHT...SE winds around 5 kt, becoming NE after midnight.
Seas around 2 ft. Wave Detail: SE 2 ft at 8 seconds and E 1 foot
at 3 seconds.

.THU NIGHT...E winds around 10 kt. Seas 2 to 3 ft. A chance of

Showers likely. Vsby 1 to 3 NM.
 
Seas are reported as significant wave height, which is the
average of the highest third of the waves. Individual wave
heights may be more than twice the significant wave height.
