Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
BOSTON CBP has noted the following:
Crew changes are being permitted. Offsigner flights need to be vetted by CBP in advance.
Shore leave is permitted.

Synopsis for Massachusetts and Rhode Island coastal waters:
Relative tranquil boating conditions across the waters with a large
high pres to the W. Low pres remains over the Maritimes today,
before moving closer to srn New England Thu. This high pres moves
over the waters Fri and Sat. Still expecting Tropical Storm Ernesto
to tracks well SE of New England. However, large S swells will
impact the MA/RI waters this weekend.
Coastal waters east of Ipswich Bay and the Stellwagen Bank
National Marine Sanctuary:
.TODAY...NW winds around 5 kt, becoming NE around 5 kt this
afternoon. Seas around 2 ft. Wave Detail: SE 2 ft at 10 seconds
and NW 1 foot at 2 seconds.
.TONIGHT...SE winds around 5 kt, becoming NE after midnight. Seas
1 foot or less. Wave Detail: NW 1 foot at 2 seconds and SE 1 foot
at 10 seconds. Patchy fog after midnight.
.THU...E winds around 5 kt. Seas 1 foot or less. Wave Detail: W
1 foot at 2 seconds and SE 1 foot at 10 seconds. Patchy fog.
.THU NIGHT...SE winds around 5 kt. Seas around 2 ft. Wave Detail:

the evening.
