Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
BOSTON CBP has noted the following:
Crew changes are being permitted. Offsigner flights need to be vetted by CBP in advance.
Shore leave is permitted.

Synopsis for Massachusetts and Rhode Island coastal waters:
High pres over New England will continue to provide dry, tranquil
boating weather through much of Wed. Low pres near the Carolinas and
mid-Atlantic coast then spreads a period of enhanced onshore
easterly winds, building seas and periods of rain late Wed and into
Thurs. High pres then returns for Fri into the weekend, with a
continued enhanced east-northeast breeze..

National Marine Sanctuary:
.TODAY...SW winds 5 to 10 kt, becoming S this afternoon. Seas
around 2 ft. Wave Detail: SE 2 ft at 8 seconds and SW 1 foot at
3 seconds.
.TONIGHT...S winds 5 to 10 kt. Seas around 2 ft. Wave Detail: SE
2 ft at 8 seconds and SW 1 foot at 3 seconds. Patchy fog after
midnight. Patchy drizzle after midnight with vsby 1 NM or less.
.WED...SE winds 5 to 10 kt. Seas 2 to 3 ft. Wave Detail: SE 3 ft
at 8 seconds and SW 1 foot at 3 seconds. Patchy fog in the
morning. Patchy drizzle in the morning with vsby 1 to 3 NM.
.WED NIGHT...E winds 5 to 10 kt. Seas 2 to 3 ft. Wave Detail: SE
