Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
BOSTON CBP has noted the following:
Crew changes are being permitted. Offsigner flights need to be vetted by CBP in advance.
Shore leave is permitted.

Dense fog over the south coastal waters through mid-morning.
Otherwise expect calm/tranquil boating conditions for the first half
of the day. Seas then gradually rise over the south coastal waters
as low-pressure moves up The Mid-Atlantic coast into this evening.
Seas remain elevated through Thursday evening. SCY in effect.
Coastal waters east of Ipswich Bay and the Stellwagen Bank
National Marine Sanctuary:
.TODAY...S winds 5 to 10 kt. Seas 2 to 3 ft. Wave Detail: SE 3 ft
at 8 seconds and SW 1 foot at 3 seconds. Patchy fog. Vsby 1 to
3 NM.
.TONIGHT...SE winds 5 to 10 kt, becoming E after midnight. Seas
2 to 3 ft. Wave Detail: SE 3 ft at 8 seconds and SE 2 ft at
11 seconds. A chance of showers after midnight with vsby 1 NM or
less.
.THU...NE winds 10 to 15 kt, increasing to 15 to 20 kt in the
afternoon. Gusts up to 25 kt. Seas 3 to 5 ft. Wave Detail: E 5 ft
at 10 seconds and NE 2 ft at 4 seconds. Showers likely. Vsby 1 NM
or less in the morning.
