Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
 
BOSTON CBP has noted the following:
 
Crew changes are being permitted.  Offsigner flights need to be vetted by CBP in advance.
 
Shore leave is permitted.

Synopsis for Massachusetts and Rhode Island coastal waters:
 
Low pres SE of Nantucket will continue to combine with high pres
over SE Quebec to generate gusty NE winds and building seas with
periods of rain into early Sun. This low pres then move farther out
to sea as high pres moves S from Quebec. Improving weather Sun into
early next week.

.TODAY...NE winds 20 to 25 kt with gusts up to 35 kt. Seas 7 to
9 ft, building to 8 to 11 ft this afternoon. Wave Detail: E 8 ft
at 9 seconds and NE 4 ft at 5 seconds, becoming E 8 ft at
9 seconds and NE 6 ft at 6 seconds. Patchy fog. Showers likely.
Vsby 1 to 3 NM.
.TONIGHT...NE winds around 25 kt with gusts up to 35 kt. Seas
9 to 11 ft. Wave Detail: E 10 ft at 10 seconds and NE 6 ft at
7 seconds. Patchy fog. Showers likely, mainly in the evening.
Vsby 1 to 3 NM.
.SAT...NE winds 20 to 25 kt with gusts up to 30 kt. Seas 8 to
11 ft. Wave Detail: E 10 ft at 10 seconds and N 5 ft at
6 seconds. Patchy fog. A chance of showers.
.SAT NIGHT...NE winds 20 to 25 kt, diminishing to 15 to 20 kt
after midnight. Gusts up to 30 kt. Seas 7 to 9 ft. Wave Detail: E
9 ft at 9 seconds and NE 4 ft at 7 seconds. A chance of showers.
.SUN AND SUN NIGHT...NE winds 15 to 20 kt with gusts up to 25 kt.

Seas 5 to 8 ft. Wave Detail: E 8 ft at 11 seconds and NE 1 foot
at 3 seconds.
.TUE NIGHT...E winds around 10 kt. Seas 5 to 6 ft.
 
Seas are reported as significant wave height, which is the
average of the highest third of the waves. Individual wave
heights may be more than twice the significant wave height.
