Synopsis for Massachusetts and Rhode Island coastal waters:
 
Low pres near Nova Scotia will continue to bring NNW winds across
the waters. Weak high pres builds across the waters on Wed, then low
pressure approaches the south coast of New England Thurs, yielding
periods of rain and gusty east winds. This low likely develops into
strong cyclone as it tracks over NY state Friday, then moves north
across northern New England while slowly weakening into Sat.
 
Coastal waters east of Ipswich Bay and the Stellwagen Bank National Marine Sanctuary:

.TODAY...NW winds 15 to 20 kt, diminishing to 10 to 15 kt this
afternoon. Gusts up to 25 kt. Seas 4 to 5 ft, subsiding to 2 to
4 ft this afternoon. Wave Detail: N 5 ft at 5 seconds and E 2 ft
at 10 seconds, becoming N 4 ft at 5 seconds and E 2 ft at
10 seconds.
.TONIGHT...NW winds 10 to 15 kt. Gusts up to 20 kt in the
evening. Seas 2 to 3 ft. Wave Detail: N 2 ft at 5 seconds and E
1 foot at 10 seconds.
.WED...N winds 5 to 10 kt. Seas 2 to 3 ft. Wave Detail: NW 2 ft
at 5 seconds and E 1 foot at 10 seconds.
.WED NIGHT...NE winds 5 to 10 kt, becoming E 10 to 15 kt with
gusts up to 25 kt after midnight. Seas 2 to 3 ft. Wave Detail: NE
3 ft at 6 seconds and E 1 foot at 10 seconds. A chance of rain
