At 1700 hours on Monday, Sept. 9, 2024, the USCG Captain of the Port issued MSIB 30-24 setting Port Condition YANKEE
The following requirements are in effect for vessels and facilities:
• All inbound ship transits are suspended.
• All vessels NOT approved to Remain In Port shall have pilot sail orders established by 0001 9/10/24.
• Tows may continue to transit into port seeking safe harbor refuge.
• Tows to be safely moored prior to the anticipated setting of Port Condition ZULU at 1800 on 9/10/24.
• Lightering and Transfer (ship to shore / shore to ship) ops to be suspended at 2100 9/9/24 as per Port Condition XRAY.
• Bunkering Operations may continue with direct coordination with VTS.
• Requests to continue critical cargo operations are to be submitted to the PCT reps after direct coordination between requesting vessel and facility representatives accepting the risk.
• Regulated facilities shall secure or remove missile hazards, dangerous cargo, containers and/or pallet stacks.
• Regulated facilities shall press up storage tanks to reduce wind damage.
• Reminder: Port Closure (ZULU) may be set 12 hours ahead of expected arrival of tropical storm conditions.
Houston - Daily Port Update
Current Status: Houston Pilots operations have suspended all inbound and outbound traffic AT 1200/10TH due to deteriorating weather conditions from tropical storm Francine. Shiftings to be considered from Bayport and above.
A tropical system will continue to move onshore across the Gulf Coast Wednesday and Wednesday night and bring the likelihood of heavy rainfall across eastern TX/southern AR/LA/MS/southern AL/western FL. Rainfall amounts of 3-7” will be likely with higher amounts possible. The heaviest rain will fall across much of LA and southeastern MS
USCG HOUSTON COC INSPECTIONS
USCG Sector Houston will no longer accept COC exam requests seeking a date more than 10 calendar days in advance. Additionally, SHG will normally not accept new requests made less than 24 hours advance.
OFF-SIGNERS:
CBP Houston does not permit off-signers to stay in hotel to await their flights home. They must go direct for vessel to IAH for their flights.
Valid C1-D USA visa is required for all off-signers by CBP Houston, on very rare occasions will exception be made by CBP Houston.
Galveston/Texas City Port Information
Current Status: Galveston/Texas City operations have suspended at 1200/10th due to deteriorating weather from tropical storm Francine for inbound traffic.
