FEDERAL, STATE & LOCAL FILING REQUIREMENTS:
 
96 Hours - advance notice of arrival required by USCG
48 Hours - advance receipt of crew list by Immigration for any vessel arriving from a foreign port, or arriving coast wise with detained crew.
24 Hours (minimum) - Foreign cargo must have manifest submitted to Customs & Border Patrol AMS.  Bond must be filed for foreign flag vessels or U.S. flag arriving with foreign cargo aboard.  24 Hours - advance notice to Pilots
24 Hours - advance fax of crew list and approved visitors required by Terminal.
72 Hours - post port call; the Port Authority requires bill of lading figures for all bulk cargo.
 
Port Security - All persons doing business within Port Authority property must have security pass from GPA.  All persons wanting unescorted access to any vessel must have a valid TWIC.

1. Eastern and Central Tropical Atlantic (AL98):  Shower and thunderstorm activity associated with an area of low pressure located several hundred miles west of the Cabo Verde Islands has become more organized during the past several hours. Environmental conditions appear conducive for continued development of this system, and a tropical depression could form as soon as later today while it moves generally westward to west-northwestward near 15 mph today and tomorrow.  The system is then forecast to slow down and turn northward late Friday and Saturday.

 .SYNOPSIS FOR MID ATLC WATERS...A high pressure ridge will
slowly shift E of the area today and tonight. Winds and seas
will increase over the S portion today through Fri ahead of
Hurricane Helene moving from the eastern Gulf of Mexico inland
into the Southeast U.S. All marine interests should closely
monitor the latest forecasts from the National Hurricane Center.
Otherwise, a cold front will move S into the northern waters
late Fri into Fri night then continue into the central waters
Sat while becoming nearly stationary. A broad area of low
pressure will develop along the NC coast Sat night into early
Sun then drift offshore late Sun through Mon night while
dragging a cold front through the far southern waters.
