The Captain of the Port New York has established a Special Local Regulation temporarily restricting vessel
movement on the waters of the Hudson River in the vicinity of Manhattan, NY and Hudson County, NJ for the
annual Macy’s Fourth of July Fireworks Display and Jersey City’s 2024 Independence Day Celebration (see
chartlet below). This Special Local Regulation will be strictly enforced on Thursday, July 4th, 2024 from 5:00 pm
until approximately 11:00 pm. All persons and vessels shall comply with the instructions of the Coast Guard
Captain of the Port or the designated representative.
 
All spectator vessels must be inside the designated viewing areas by 8:00 pm and in position no later than 8:30
pm. Vessels shall be required to hold position (NOT at anchor) and not depart the section until released by the onscene
Coast Guard Commander. This information will be broadcast via VHF-FM CHANNEL 12, 13, 14, and 16.
Coast Guard recommends all vessels gather towards the center of the Hudson River.
 
All spectator vessels shall maintain a 100-yard distance from any Coast Guard vessel at anchor. All other
standing Safety and Security zones remain in effect.
 
I: The regulated area will be divided into the following five sections:
 
1. Alpha Section (Spectator Zone): This zone is adjacent to Bravo Section and consists of all waters of the
Hudson River north of a line drawn from the Waterfront Park, Weehawken, NJ to Pier 76, Manhattan, NY.
This area may be utilized as a spectator area for vessels of all sizes.
 
2. Bravo Section (Barge Display area): All waters south of a line drawn from the Waterfront Park,
Weehawken, NJ to Pier 76, Manhattan, NY and north of a line drawn from Sinatra Park, Hoboken, NJ to
Little Island, Manhattan, NY. This section is intended to accommodate fireworks display barges and
accompanying tugs only. No vessel movements are authorized in this section without permission from the
U.S. Coast Guard. Vessel needing to transit from waterfront facilities in Bravo Section to spectator
zones should be clear of the Barge Display Area by 8:00 p.m. Mariners are advised there will be a
scheduled brief delay in reopening Bravo Section after the fireworks display to ensure the fireworks
barges are safe for vessel transits.
 
3. Charlie Section (Spectator Zone): This zone is adjacent to the Bravo Section. Vessels over 20 meters in
length (65.6 ft) may view the fireworks on all waters of this designated area. This zone is defined by a line
drawn Sinatra Park, Hoboken, NJ to Little Island, Manhattan, NY and a line drawn from Water’s Soul,
Newport, NJ to Pier 40, Manhattan, NY.
 
4. Delta Section (Spectator Zone): This zone is adjacent to the Charlie Section. Vessels less than 20 meters
in length (65.6 ft) may view the fireworks on all waters of this designated area. This zone is defined by all
waters between a line drawn from the Water’s Soul, Newport, NJ to Pier 40, Manhattan, NY. and a line
drawn from Bay Street, Jersey City, NJ to Chambers Street / North Battery Park, Manhattan, NY.
 
5. Echo Section: All waters within 1000 feet area around either of the firework barges in approximate
positions 40° 42.958’N, 074° 1.567’W and 40° 42.734’N, 074° 1.619’W. No vessel movements are
authorized in this section without permission from the U.S. Coast Guard. This section is intended to
accommodate Jersey City fireworks display barges and accompanying tugs only.
 
6. All waters south of Echo Section are open to vessels of all sizes.
 
7. There will be an approximate 1000-foot traffic lane available, for transit only (NO STOPPING), on the
New York side of the Hudson River adjacent to Echo Section to reach Spectator Zones Charlie and Delta.
This traffic lane will be closed to all traffic at 8:00 p.m. and will re-open to traffic upon the collapse
of the safety zones unless otherwise directed by the Coast Guard.
 
II: Tugs & tows and commercial vessels not observing the fireworks are requested to be outside of the regulated
area no later than 6:30 pm.
 
III: Moving Safety Zone: The Captain of the Port New York will establish a moving safety zone within a 100
yards radius of each fireworks barge transiting between Navy Homeport Pier and the display location.
Enforcement of the moving safety zone will be in effect while the fireworks barges are in transit to and from the
Navy Homeport Pier.
 
IV: Human Powered Boaters: A viewing area on the New York side will be available at the north side of Pier 84
south of the Intrepid, on the New Jersey side will be in Maxwell Place Park cove. While transiting to the viewing
area, human powered boating craft shall remain within 100 ft of the pier headline at all times. All vessels must be
in the viewing area by 8:00 p.m.
