4. OPERATING RESTRICTIONS: VESSELS OF LESS THAN 3,000 HORSEPOWER WHILE
ENGAGED IN TOWING OPERATIONS ARE NOT AUTHORIZED TO TRANSIT THE NAVIGABLE WATERS OF
THE HUDSON RIVER WHERE ICE CONDITIONS ARE REPORTED TO BE 8 INCHES OR GREATER
UNLESS OPERATING WITH AN ASSIST TUG, AS PART OF A CONVOY OR IN CONJUNCTION WITH
SCHEDULED ICEBREAKING OPERATIONS IN THE AREA UNLESSAUTHORIZED BY THE CAPTAIN
OF THE PORT NEW YORK.
5. THESE ICE CONDITIONS ARE ESTIMATED AND MAY BE WORSE IN NATURAL CHOKE
POINTS AND OUTSIDE THE NAVIGABLE TRACK MAINTAINED BY COAST GUARD ICEBREAKERS.
