Re:Hudson River-Safety Zone-Hazardous Ice Conditions
NY–TROY LOCKS SOUTH TO MARIO CUOMO BRIDGE-HUDSON RIVER-Historically,ice has beenan impediment to navigation on the navigable waters of the Hudson River south of the Troy Locks.West Point, Crum Elbow, Esopus Meadows, Stuyvesant Anchorage, Hudson Anchorage, Silver Point, and Hyde Parkare allnatural choke points on the Hudson River where ice buildups have the potential to severely restrict vessel traffic.
The formation ofthick icecan createseveral situationswhich mayplace transitingvessels,as well as theirpassengersand crew,ingreat danger. A vessel maybebeset in the ice, for instance. Or there may beice accretion,where ice forms on the superstructure and decksofthevessel. Ice can alsocausesignificant damage to propellers, rudders, and hull platingof the vessel.
For thesereasons, vessels mayexperienceheighteneddifficultyintransiting the Hudson River in locationswhere thick ice has formed posinga safety threat to theenvironment and a potential hazard to navigation.
TheCaptain of the PortNew York (COTP) has determined that the potential hazardsassociated with ice build-up on the navigable waters of the Hudson River,coupled withthe currentasset response capacityand condition of theaids to navigation,are a safety concern.
The Coast Guard is enforcing a safety zone from 8:00a.m. on February 9, 2025, through11:59 p.m. onMarch31, 2025. The safety zone will cover all navigable waters oftheHudson River from the Troy Lockssouth to Governor Mario M. Cuomo Bridge (I-287), Tarrytown, NY. Entry of vessels or persons into this zone isprohibited unless specifically authorized by the COTP or a designated representative.

Cuomo Bridge (I-287), Tarrytown, NY), contact the COTP or the COTP’s representative via VHFChannel 16 orby phone at (718) 354-4088(Sector New YorkVessel Traffic Service).Such requests should include departurelocation, destination, vessel and cargo particulars, anticipated timing and duration of transit, and proposed mitigating measures, if any, to ensure safety during the transit.While there is no required timeframe to seekpermission to enter or get underway within the regulated area, such requests should be made in advance of thedesired operationsto give the Coast Guard adequate time to evaluate the request.Those in the safety zone must comply with all lawful orders or directions given to them by the COTP or the COTP’s designated representative.
