The Captain of the Port (COTP) has set Port Condition X-Ray for the ports of Houston, Galveston, Freeport and Texas City. Heavy weather from Tropical Cyclone Six is expected to make landfall within 48 hours. 
 
The following requirements are in effect for vessels and facilities, in addition to those set by MSIB 28-24, Port Condition Whiskey: 
 
  • Departing orders for vessels without approval to remain in port shall commence.
  • Commence clearing vessels from Bolivar Anchorage.
  • Suspend lightering, and cargo transfers within 12 hours of this MSIB or when sustained winds reach 40 mph, whichever comes first.
  • Vessels bunkering may continue with coordination with USCG VTS.
  • Disconnect transfer hoses/arms when winds reach 50 mph.
  • Smaller vessels shall seek shelter in preparation for possible port closure.
  • All containers stored near flood-prone areas should be moved.
  • Reminder: Port Closure (ZULU) may be set 12 hours ahead of expected arrival of tropical storm conditions.
 
All port entities are advised to review appropriate Heavy Weather Plans and prepare for setting Port Condition Yankee.
