Please note the below and attached USCG MSIB received regarding the use of Power Limiters in the river.
Below is an updated Coast Guard guidance regarding vessel power limiters. As stated in the MSIB, Overriding the EPL/SHaPoLi to safely navigate in restricted waters, such as the Lower Mississippi River, does not constitute a MARPOL Annex VI violation, as these regulations do not apply to emissions necessary for securing the safety of a ship. Please provide the updated MSIB to all vessels you are handling and the Bar Pilots request that the MSIB be included with the Power Limiter Form to be completed and submitted when ordering a Bar Pilot through the Agent Reporting Portal.
